Overview#

Argus Emergency Management delivers an integrated command and control solution for disaster preparedness, emergency operations center (EOC) management, incident command system (ICS) coordination, evacuation planning, shelter operations, and mutual aid resource sharing across jurisdictions. The platform connects emergency operations centers, field responders, shelter operations, and mutual aid partners into a single command structure.

Built for emergency management directors, EOC coordinators, incident commanders, public safety officials, disaster recovery teams, and mutual aid coordinators, the platform supports the full emergency management cycle from preparedness through response, recovery, and mitigation. Whether managing a localized incident or coordinating a multi-county disaster response, the system scales to meet operational demands while maintaining NIMS compliance and documentation standards.

Key Features#

Emergency Operations Center#

  • Digital EOC command platform with real-time common operating picture integrating all emergency support functions (ESF)
  • Four-level EOC activation system from routine monitoring through maximum activation
  • Support for all 15 core Emergency Support Functions defined by the National Response Framework
  • Operational period planning with objectives, strategies, and resource allocation documentation
  • Decision tracking and situation status boards for executive awareness and coordination

Incident Command System#

  • Full NIMS-compliant incident command structure (ICS-100 through ICS-400)
  • Automated Incident Action Plan (IAP) generation including ICS-201 through ICS-208 forms
  • Span of control monitoring with automated alerts when ratios are exceeded
  • Unified command support for multi-agency incidents with role assignment and authority tracking
  • Branch, division, and group management for large-scale incident organization

Multi-Agency Coordination#

  • Multi-agency coordination connecting fire, law enforcement, EMS, public works, and support agencies

  • AI-powered resource optimization and scenario modeling for decision support
  • Real-time resource tracking showing deployment, availability, and utilization across all participating agencies

Evacuation and Mass Care#

  • Pre-planned evacuation zone management with tiered alert systems and multi-channel alerting
  • Mass care shelter management covering activation, operations, client registration, and closure phases
  • Shelter population tracking with special needs identification and resource demand forecasting
  • Pet sheltering coordination and animal welfare management during evacuations
  • Re-entry planning and management with phased access controls and damage verification

Damage Assessment and Recovery#

  • Rapid and detailed damage assessment with mobile data collection and FEMA documentation support
  • Multi-hazard warning integration with automated alert processing and targeted messaging
  • Disaster declaration support documentation for federal and state reimbursement
  • Short-term and long-term recovery planning with milestone tracking and resource allocation
  • After-action reporting with lessons learned documentation and improvement planning

Activate and manage your EOC with real-time situational awareness, operational period planning, decision documentation, and shift handoff management across all emergency support functions. Scale activation levels as incidents evolve and coordinate with state and federal partners.

Multi-Agency Disaster Response. Coordinate fire, law enforcement, EMS, public works, and support agencies through a unified command structure with real-time resource tracking, automated mutual aid requests, and standardized ICS documentation that ensures interoperability across all responding organizations.

Evacuation and Shelter Operations. Manage evacuation zones, issue tiered alerts through multiple channels, operate emergency shelters with client registration and population tracking, coordinate pet sheltering, and manage phased re-entry as conditions permit.

Damage Assessment and Recovery. Conduct rapid initial and detailed damage assessments using mobile collection tools, support disaster declaration documentation for federal reimbursement, and manage short-term and long-term recovery planning with milestone tracking and resource coordination.

Integration#

  • Integrates with CAD and RMS systems for real-time incident feeds and unit status updates
  • GIS and mapping integration with live map layers, infrastructure datasets, and hazard overlays
  • Weather data integration from National Weather Service and commercial services
  • NIEM and EDXL data exchange standards for cross-jurisdictional sharing
  • Compliance with NIMS, ICS, National Response Framework, Stafford Act, and EMAP standards
  • Connects with mass notification and public alerting systems for multi-channel emergency communications
