Overview#

An officer activates their BWC at the start of a traffic stop. The recording uploads automatically at shift end, gets transcribed overnight, and is flagged for supervisor review by morning because the AI detected a use-of-force indicator in the audio. The supervisor reviews it with the annotated transcript already loaded, confirms no policy issues, and closes the review in minutes. Nobody manually indexed the file. Nobody searched through two hours of video to find the relevant segment.

Open Standards#

  • OAuth 2.0 (RFC 6749): Used to authenticate against BWC vendor APIs (Axon Evidence.com uses the client_credentials grant flow; WatchGuard and Getac support bearer-token variants) so the platform can retrieve recordings and streaming URLs without storing vendor credentials in plaintext.
  • ISO 8601 / RFC 3339: All recording timestamps, retention deadlines, custody event times, and date-range filter parameters are expressed in ISO 8601 extended format, ensuring unambiguous interchange between camera vendors, the middleware, and downstream RMS systems.
  • MPEG-4 Part 14 (ISO/IEC 14496-14) with H.264/H.265: The platform exports and downloads recordings as MP4 containers encoded with H.264 (AVC) or H.265 (HEVC), the formats natively supported by all three integrated vendors (Axon, WatchGuard, Getac) and accepted by court case management systems.
  • HTTP Live Streaming (HLS / IETF RFC 8216): Live and on-demand video is served via HLS (application/vnd.apple.mpegurl / .m3u8 playlists), enabling adaptive-bitrate playback in browser-based supervisor and tactical views without requiring proprietary plugins.
  • SHA-256 (FIPS 180-4): Every evidence file is fingerprinted with SHA-256 on ingest (and optionally SHA-512 and SHA3-256 for additional assurance); the digest is stored with the chain-of-custody record and re-verified on each access to detect tampering.
  • AES-256-GCM / AES-256-CBC (FIPS 197): Evidence packages destined for court disclosure or external recipients are encrypted with AES-256-GCM (or CBC where required), consistent with CJIS Security Policy encryption requirements for law-enforcement data at rest and in transit.
  • GraphQL (June 2018 Specification): All BWC query, mutation, and real-time subscription operations are exposed through a typed GraphQL API, allowing RMS integrations, supervisor dashboards, and third-party consumers to fetch exactly the fields they need without bespoke REST endpoints.
  • FBI CJIS Security Policy: Hardware vendor integrations (particularly Getac) are documented as CJIS-compliant, and the evidence management layer explicitly targets CJIS requirements for encryption, access control, and audit-trail retention governing criminal-justice data.
