Overview#

Investigators working a complex use-of-force case don't just need the body camera footage from the officer directly involved. They need every recording from every officer at that scene, synchronised to a common timeline, with facial identifications, spoken words, and timestamps mapped so they can reconstruct exactly what happened and when. Doing that manually across dozens of recordings is a weeks-long project. With the BWC Analytics Suite, it's a query.

The suite is a body-worn camera intelligence platform that transforms video evidence from basic storage into actionable investigative intelligence. Built for law enforcement agencies that need analytical capabilities beyond simple video management, it provides AI-driven scene understanding, automated legal compliance, multi-camera case building, and semantic search across entire video archives. Every capability is built to maintain forensic integrity and legal admissibility throughout.

Open Standards#

  • FBI CJIS Security Policy: the evidence service and vendor connectors explicitly require CJIS compliance, governing access controls, encryption, and audit logging for criminal justice video evidence.
  • OAuth 2.0 (RFC 6749): the Axon connector authenticates to the Axon Evidence platform using the OAuth 2.0 client-credentials grant flow for all API access.
  • MPEG-4 Part 14 / H.264 (AVC) and H.265 (HEVC): discovery and evidence export packages are produced in MP4 format with H.264 or HEVC video encoding, reflecting the two defined export format variants.
  • HTTP Live Streaming (HLS / MPEG-2 TS): secure streaming URLs return application/vnd.apple.mpegurl (.m3u8) manifests, enabling time-limited authenticated video playback.
  • SHA-256 (FIPS PUB 180-4): every chain-of-custody event and evidence package file carries a SHA-256 integrity hash, providing cryptographic tamper evidence for forensic admissibility.
  • HMAC (RFC 2104): the WatchGuard connector generates a per-request HMAC-SHA-256 signature to authenticate API calls to the WatchGuard Video platform.
  • ISO 8601: all timestamps in supervisor dashboards, retention schedules, and transcription records are formatted using ISO 8601 date/time strings.
  • GraphQL: the entire query and mutation surface, including multimodal analysis, evidence packaging, transcription, and professionalism scoring, is exposed as a typed GraphQL API.

Key Features#

Advanced Video Intelligence#

AI-powered scene understanding, object detection, and behavioural analysis. Automatic video categorisation, event classification, and critical incident detection with forensic-grade accuracy across law enforcement contexts.

Natural language queries across video, audio, and metadata. Search recordings using plain language descriptions of events, objects, or dialogue rather than relying solely on manual tags and timestamps.

Automated redaction for faces, license plates, and sensitive information. FOIA processing workflows, discovery package generation, and retention policy enforcement ensure compliance with public records obligations.

Investigation and Case Building#

Multi-camera timeline reconstruction correlates footage from multiple officers at the same incident. Cross-video correlation links related recordings across cases, locations, and time periods.

Review and Quality Assurance#

Professionalism scoring, policy violation detection, and structured supervisor review workflows. Automated flagging of recordings requiring priority review based on incident type, use of force indicators, or complaint correlation.

Archive and Lifecycle Management#

Automated retention policies with tiered storage optimisation. Manage petabyte-scale video archives with cost-effective storage tiers, automatic promotion and demotion based on retention rules, and legal hold management.

Vendor Independence#

Works with Axon, WatchGuard, Utility, Getac, and other major BWC vendors. Unified analytics regardless of camera hardware platform deployed across your agency.

Use Cases#

  • Use of Force Review: Automated identification and flagging of use-of-force incidents with multi-camera reconstruction, evidence package generation, and structured review workflows.
  • FOIA and Public Records: Automated redaction, batch processing of records requests, and tracking of response timelines and compliance status.
  • Internal Affairs Investigation: Cross-reference officer recordings across time periods, identify policy compliance patterns, and generate analysis reports for administrative investigations.
  • Criminal Investigation Support: Search video archives by location, time, persons, or events to identify relevant footage for active investigations.

Integration#

Compatible with major BWC hardware vendors and integrates with records management, CAD and dispatch, internal affairs, and court systems. Meets CJIS and FedRAMP security requirements for criminal justice video evidence.
