Overview#

Body-worn camera programmes generate more than evidence files. They generate operational signals: missing recordings, late uploads, policy exceptions, inactive devices, battery problems, retention pressure, and cases that need supervisor attention. BWC Operational Analytics Panels turn those signals into a practical command view for supervisors, evidence teams, and compliance officers.

The module adds focused dashboards for body-worn camera operations. Teams can monitor upload health, review queue pressure, device and officer coverage, policy exceptions, recording gaps, and evidence lifecycle status without manually reconciling vendor exports or spreadsheets.

Key Features#

  • Upload Health Monitoring: Track late, failed, partial, and pending uploads so supervisors can intervene before evidence gaps become disclosure problems.
  • Officer and Device Coverage: Compare assignments, shifts, device status, and expected recordings to detect missing or inactive equipment.
  • Policy Exception Panels: Surface recordings that require review because of incident type, use of force indicators, complaints, retention rules, or missing metadata.
  • Review Queue Visibility: Show queue age, reviewer workload, priority counts, and evidence states so supervisors can manage review backlogs.
  • Retention and Legal Hold Insight: Highlight recordings nearing retention action, items under legal hold, and cases where retention rules conflict with investigation needs.
  • Vendor-Neutral Metrics: Present operational health consistently across different BWC vendors and storage providers.
  • Accessibility-Ready Dashboarding: Panels use clear labels, keyboard navigation, and high-contrast states so oversight teams can work quickly under pressure.

Use Cases#

  • Shift Supervisor Review: A supervisor checks whether every high-priority incident has an associated recording before the end of shift.
  • Internal Affairs Intake: Investigators identify all recordings tied to a complaint and confirm that each one is preserved before review begins.
  • Evidence Operations Management: Evidence staff monitor failed uploads and retention pressure across thousands of recordings without logging into multiple vendor portals.
  • Policy Compliance Auditing: Command staff review trends in missing activations, late uploads, and unreviewed recordings for accreditation and public accountability.
  • Major Incident Reconstruction: Analysts identify every recording from a scene and confirm which files are ready for timeline reconstruction.

Integration#

BWC analytics connects to evidence management, vendor camera connectors, officer assignment records, incident records, review queues, retention policy, legal hold, and audit logging. It does not replace the evidence store or camera vendor system. It gives supervisors one operational view that explains where recordings stand and what needs attention.

Open Standards#

  • FBI CJIS Security Policy: Controls access, encryption, audit logging, and evidence handling for criminal justice video material.
  • ISO 8601: All recording, upload, review, retention, and legal hold timestamps use standard date-time formatting.
  • FIPS 180-4, SHA-256: Evidence files and package manifests use cryptographic hashes to support tamper evidence.
  • MPEG-4 / H.264 / H.265: Common video formats are supported for playback, export, and evidence package review.
  • HTTP Live Streaming: Secure playback can use standards-based streaming manifests for time-limited review sessions.
  • WCAG 2.2: Dashboard controls and status indicators are designed for accessible operation by supervisors and analysts.
