An analyst at a government inspectorate receives a referral by email, a second arrives through the online portal, and a third comes in by phone. Each one needs to become a properly structured case record within minutes, not hours. The Case Creation & Management module makes that possible, regardless of how many referrals arrive or through how many channels.

The module delivers a case initiation system enabling rapid case creation through templates, automated data enrichment, and bulk import capabilities. Designed for high-volume case management environments, it consolidates case types, intake workflows, and data validation into a single interface built for fast case processing, accurate documentation, and consistent data quality across the organisation.

The platform supports the POLE model (Person, Organisation, Location, Object, Event) for entity tracking from the moment a case is created, ensuring every intake record feeds into the broader investigative intelligence picture.

Workflows#

Standard Case Creation#

  1. Select a case type from the template library or use a custom template configured for the organisation
  2. Complete required fields, with smart defaults and data enrichment reducing manual entry to essential information
  3. Attach initial documents, evidence, or related records to the case
  4. Review the completed case summary and submit for automatic validation
  5. Upon validation, the case is routed for assignment based on configured rules

Bulk Case Import#

  1. Prepare case data in a supported format (CSV, Excel, JSON, or XML) following the provided template
  2. Upload the file and review the automated field mapping with options to adjust mappings
  3. Review validation results and resolve any errors or duplicate detection alerts
  4. Confirm the import to create all cases with full audit trail documentation
  5. Review the import summary report showing created cases, skipped duplicates, and any items requiring attention

Case Merging#

  1. Identify two or more cases that should be consolidated into a single case
  2. Select the primary case that will retain the combined information
  3. Review the merge preview showing how data from secondary cases will be incorporated
  4. Confirm the merge, with secondary cases linked as related records and the merge documented in the audit trail

Open Standards#

  • GraphQL (June 2018 specification): all case, document, exhibit, and workflow operations are exposed through a typed GraphQL API using mutations and queries, enabling interoperability with any standards-compliant GraphQL client.
  • POLE data model (UK National Intelligence Model): case intake structures entity records around the Person, Organisation, Location, Object, and Event framework from the moment of creation, feeding every case directly into the investigative intelligence picture.
  • ISO/IEC 18004:2024 (QR Code): exhibit records generate QR code payloads with configurable error-correction levels (L, M, Q, H) per the ISO/IEC 18004 specification for physical label attachment and chain-of-custody tracking.
  • RFC 4122 (UUID): every case, document, exhibit, note, and bulk-operation record is assigned a universally unique identifier using UUID version 4, ensuring collision-free referencing across distributed systems.
  • ISO 8601 / RFC 3339 (date and time): all timestamps throughout case creation, workflow transitions, and audit records are serialised as UTC-aware ISO 8601 datetime strings, guaranteeing unambiguous cross-system exchange.
  • FIPS 180-4 / SHA-256: document uploads and export manifests are integrity-protected using SHA-256 checksums; disclosure bundles additionally record a Merkle root hash over all included exhibits.
  • RFC 7519 (JSON Web Tokens): access to all case management endpoints is gated by RS256-signed JWT bearer tokens verified against a JWKS endpoint, implementing bearer-token authorisation as defined in RFC 7519.
  • IANA Media Types (MIME): attached documents are typed using IANA-registered media types, including RFC 2822 message/rfc822 for email evidence, ensuring consistent document handling and interoperability with external document repositories.
