Overview#

The Parking Citation Management module provides a complete platform for parking enforcement operations, from citation issuance through appeals processing and collections. The system equips enforcement officers with mobile tools for efficient citation issuance while providing administrators with workflow management for appeals adjudication, payment processing, and revenue tracking.

The platform supports the full parking enforcement lifecycle including digital permit management, officer deployment optimisation, and analytics-driven revenue management.

Key Features#

  • Mobile Citation Issuance: Equip officers with smartphone-based citation tools featuring license plate recognition, GPS-located smart forms, photographic evidence capture, and offline capability with automatic synchronisation
  • Digital Permit Management: Issue, validate, and manage parking permits including residential, commercial, visitor, and special event permits with real-time validation during enforcement
  • Appeals Processing: Structured appeals workflow with online submission, evidence review, adjudication routing, decision documentation, and automated notification of outcomes
  • Payment Processing: Integrated payment collection through online portals, mobile payments, mail-in processing, and in-person payment options with automated receipting and accounting
  • Collections Management: Automated escalation of unpaid citations through warning notices, late fees, collections referral, and DMV registration hold coordination
  • Officer Deployment: Enforcement routing optimisation, zone assignment management, activity tracking, and performance analytics to maximise enforcement efficiency
  • License Plate Recognition: Automated vehicle identification using smartphone cameras or integrated LPR hardware for rapid violation detection and permit validation
  • Revenue Analytics: Track citation volume, payment rates, appeals outcomes, collection effectiveness, and revenue trends with configurable reporting and forecasting

Use Cases#

  • Municipal Parking Enforcement: Manage city-wide parking enforcement operations with zone-based officer deployment, real-time permit validation, and integrated revenue collection
  • University Campus Parking: Coordinate campus parking permit programs, visitor management, event parking, and enforcement with integration to university systems
  • Event Parking Management: Deploy temporary enforcement for special events with configurable zones, time-limited permits, and surge enforcement coordination
  • Residential Permit Programs: Administer neighborhood parking permit programs with online registration, guest permits, and zone-based enforcement

Integration#

The module integrates with DMV systems for vehicle registration verification and hold placement, financial systems for revenue accounting, court systems for contested citations, and GIS platforms for zone management and enforcement routing.

Open Standards#

  • GraphQL (June 2018 specification): All citation, permit, and vehicle-watchlist operations are exposed through a typed GraphQL API, enabling structured queries and mutations from mobile enforcement clients and back-office portals alike.
  • GeoJSON (IETF RFC 7946): GPS-located citation coordinates, enforcement zone boundaries, and geofence definitions are exchanged and persisted as RFC 7946 GeoJSON geometries, with WGS 84 (CRS84) as the mandated coordinate reference system.
  • ISO 3779 (Vehicle Identification Number): The 17-character VIN format is validated and stored against the ISO 3779 standard when linking citations to vehicle registration records.
  • ISO 3166-1 (Country Codes): Two and three-letter country codes conforming to ISO 3166-1 are used to qualify licence-plate jurisdictions across all citation, registration, and ANPR sighting records.
  • OAuth 2.0 (RFC 6749) / JWT (RFC 7519): All API access, including mobile officer sessions and back-office integrations, is authenticated via OAuth 2.0 Bearer tokens structured as RFC 7519 JSON Web Tokens.
  • Exchangeable Image File Format (EXIF / ISO 12234-2): Photographic evidence captured at point of citation is parsed for embedded EXIF metadata, including GPS latitude/longitude and camera timestamps, to corroborate citation location and time.
  • W3C Web Content Accessibility Guidelines 2.2 (WCAG 2.2): The online appeals portal and payment interface target WCAG 2.2 AAA conformance, including full WAI-ARIA landmark and focus-management implementation.
