Overview#
An officer responding to a domestic disturbance has their MDT show the incident details, the subject history for the address, and the location of the nearest backup unit, all without a radio request. The dispatcher monitoring the response can see the officer's real-time GPS position updating every second, a panic alert system ready to trigger at the press of a button, and AI-powered routing that rerouted the officer around a road closure the officer hasn't encountered yet.
Argus Real-Time Dispatch provides computer-aided dispatch capabilities combining real-time GPS tracking, AI-powered unit recommendation, automated dispatch workflows, and mobile data terminal integration for emergency response operations. Dispatchers manage incidents, track responders, optimise routing, and maintain officer safety from a single operational surface. The module integrates with investigations, intelligence, and analytics systems to give dispatchers full situational context, not just a map of dots.
Open Standards#
- NENA i3 Standard (NENA-STA-010.3 / NENA-STA-006.3): The platform implements the core Next Generation 9-1-1 architecture, including the Emergency Incident Data Object (EIDO) schema for CAD data exchange, the Emergency Services Routing Proxy (ESRP), the Emergency Call Routing Function (ECRF), the Location Validation Function (LVF), and the NG911 GIS data model for PSAP boundary and address-point layers.
- NENA-STA-012 / IETF RFC 7852 (Additional Data Repository): Call sessions carry RFC 7852 Additional Data blocks (ProviderInfo, ServiceInfo, DeviceInfo, and extension types) linked to incoming calls, enabling dispatchers to receive caller, device, and service context without a radio request.
- IETF RFC 5222 (LoST, Location-to-Service Translation): The ECRF client uses LoST findService queries, building PIDF-LO location objects per RFC 4119 and RFC 5491, to resolve the authoritative PSAP SIP URI for any caller coordinate before the call is routed.
- IETF RFC 7865 / RFC 7866 (SIPREC): Dispatch voice calls are recorded via a Session Recording Client/Server pair conforming to the SIPREC metadata (RFC 7865) and media (RFC 7866) RFCs, with segments sealed and auditable under NENA-STA-012 requirements.
- APCO Project 25 (P25 / APCO-25): Radio talkgroup dispatch integrates with P25 digital radio infrastructure, encoding Network Access Codes and talkgroup assignments so that dispatcher-to-unit radio traffic interoperates with P25 repeater networks.
- ETSI EN 17128 (Advanced Mobile Location, AML): Inbound 999/112 calls from AML-capable handsets deliver a carrier SMS containing WGS-84 coordinates in the EN 17128 format, which the platform parses to position the caller on the dispatch map without dispatcher intervention.
- OGC SensorThings API (OGC 18-088): Vehicle AVL observations ingested from NMEA-0183, SAE J2540, and Trimble TAIP sources are published as SensorThings Observation payloads to a FROST-Server instance, making unit positions available to any OGC-compliant GIS consumer.
- GeoJSON (IETF RFC 7946): All route geometries returned by the routing engine and all incident and unit positions exchanged between the platform and mapping clients are encoded as GeoJSON using WGS-84 coordinates (EPSG:4326).

Key Features#
Real-Time Unit Tracking (AVL)#
Monitor the real-time location of all patrol vehicles, investigators, supervisors, and emergency response units with high-frequency position updates, status indicators, and historical tracking. Dispatchers and commanders maintain complete situational awareness for rapid decision-making and coordinated operations. Sub-second GPS position updates for all patrol units, detectives, and emergency responders.
Dispatch & Unit Recommendation#
The AI-powered unit recommendation engine supports dispatcher decision-making by considering distance, estimated arrival time, unit availability, officer specializations, workload balancing, and officer safety. Nearest-unit calculation incorporates live traffic conditions and current unit status rather than raw proximity.
Incident Management & Call Lifecycle#
Manage the entire incident lifecycle from call creation through clearance and reporting. Call management, status tracking, narrative documentation, attachment support, and multi-unit coordination ensure complete situational awareness and accurate records for every emergency response.
Mobile Data Terminal (MDT) Integration#
Officers access full CAD functionality in their patrol vehicles through integrated mobile data terminals: incident queries, status updates, license checks, warrant searches, and report writing without radio traffic or dispatcher involvement. The MDT active incidents view shows assigned incidents, cover assignments, nearby incidents on a map, watchlist alerts, and full call details including narrative, subject information, and hazards.
Route Optimisation & Navigation#
AI-powered routing considers real-time traffic conditions, road closures, construction, accidents, and predicted travel times to ensure the fastest possible arrival while avoiding delays and hazards.
Officer Safety & Situational Awareness#
Prioritize officer safety with continuous monitoring, automatic alerts, and rapid backup deployment. Panic alerts, geofencing, inactivity detection, and backup coordination ensure help is always available when officers face danger or unexpected situations.
CAD Integration & Data Exchange#
Bidirectional integration with Motorola, Hexagon, TriTech, and legacy CAD systems. Automatic data synchronisation, cross-system situational awareness, and elimination of duplicate entry ensure complete interoperability with existing dispatch infrastructure.
Analytics & Performance Reporting#
Response time analytics, unit utilization reporting, call volume pattern analysis, and operational efficiency dashboards turn dispatch data into evidence-based decisions for staffing, deployment, and resource allocation.
Use Cases#
- Emergency dispatch centers requiring reliable, high-performance operations
- Multi-agency coordination during complex incidents
- Quality assurance and compliance monitoring programs
- Training and skill development for dispatch personnel
