Overview#
Domestic Violence Response and Investigation delivers trauma-informed, victim-centered investigation capabilities for law enforcement agencies, domestic violence shelters, victim advocates, prosecutors, and child protective services. The platform supports responding to domestic violence incidents, conducting lethality assessments, coordinating multi-agency victim safety, documenting evidence for prosecution, and providing wraparound services to survivors and their children. Built on evidence-based lethality risk assessment, coordinated victim safety planning, prosecution-ready documentation, and trauma-informed communication protocols, the platform provides the investigative and victim service depth required for complex domestic violence cases including strangulation, stalking, technological abuse, and multi-generational violence.
Key Features#
Lethality Assessment and Risk Screening#
Implementation of research-validated lethality assessment instruments to identify victims at imminent risk of lethal violence, triggering enhanced safety planning and multi-agency response. Supported instruments include the Maryland Network Against Domestic Violence Lethality Assessment Protocol (LAP), an 11-item screening tool administered by officers at the scene; the Danger Assessment (DA), a 20-item instrument predicting intimate partner homicide risk; the Ontario Domestic Assault Risk Assessment (ODARA) for recidivism prediction; and the Brief Spousal Assault Form for the Evaluation of Risk (B-SAFER) for offender risk management. Composite risk scoring across multiple instruments generates recommended intervention levels.
Strangulation Documentation and Medical Forensics#
Specialized evidence collection protocols for non-fatal strangulation cases, one of the strongest predictors of intimate partner homicide. The platform automatically flags strangulation cases for mandatory medical forensic examination regardless of visible injury. Documentation support includes specialized photography protocols using multiple light sources and alternate light sources to reveal injuries not visible to the naked eye, time-lapse photography at 24, 48, and 72-hour intervals to document delayed bruising, and coordination with emergency medical evaluation for internal injury assessment.
Protective Order Management and Enforcement#
End-to-end protective order management including electronic filing, real-time service tracking, GPS compliance monitoring, and automated violation detection. Support for emergency protective orders, temporary restraining orders, and permanent protective orders with jurisdiction-specific requirements. Automated compliance monitoring detects geographic exclusion zone breaches, no-contact violations, third-party contact attempts, firearm surrender deadline violations, and technological abuse. Violations trigger automated law enforcement dispatch, victim notification, and judicial/prosecution alerts.
Evidence Collection and Documentation#
Structured evidence collection workflows ensuring documentation for both misdemeanor and felony domestic violence cases. The platform guides collection of photographic evidence including victim injuries and time-lapse follow-up photography, forensic evidence including DNA and biological samples, documentary evidence including 911 call recordings and body-worn camera footage, and digital evidence including phone records, location data, and surveillance footage. All evidence categories are organized into comprehensive prosecution files.
Trauma-Informed Interviewing#
Structured interview protocols that prioritize victim trauma responses while collecting evidence for prosecution. The platform supports victim-centered approaches respecting survivor autonomy, trauma-informed questioning techniques that avoid re-traumatization, safety-first interview environments, cultural sensitivity with interpreter and liaison support, specialized handling when children are present, and audio/video documentation preserving excited utterance evidence for cases where victims later recant or are unable to testify.
Evidence-Based Prosecution Support#
Tools supporting prosecution strategies that can proceed without requiring victim testimony. The platform organizes eight categories of evidence for victimless prosecution: 911 call recordings, officer observations, independent witness statements, medical evidence, physical evidence, digital evidence, defendant admissions, and prior incident history. Vertical prosecution support enables dedicated prosecutors to handle cases from charging through sentencing.
High-Risk Team Coordination#
Automated notification and coordination for high-risk domestic violence cases. The platform triggers high-risk case conferences, supervisor review, prosecutor flagging, enhanced safety planning including shelter placement and emergency relocation, and protective measures including firearms restriction checks and electronic monitoring. Daily victim wellness checks and panic button capabilities support ongoing safety monitoring.
Children's Safety Integration#
Concurrent coordination between domestic violence investigation and child welfare systems. The platform supports child exposure assessments, custody and visitation safety planning, coordinated case plans with child protective services, supervised visitation recommendations, and safety-focused parenting plans that consider domestic violence in best interests determinations.
Offender Accountability#
GPS electronic monitoring integration with automated violation alerting, batterer intervention program coordination and compliance monitoring, bail condition tracking, and sentencing enhancement documentation for protective order violations and pattern offenses.
Use Cases#
- Patrol Response: Mobile lethality assessment administration at scene, immediate warm transfer to victim advocates, evidence-based primary aggressor determination, on-scene evidence collection, and emergency protective order issuance.
- Detective Investigation: Follow-up investigations with strangulation medical forensics, digital evidence collection, multi-jurisdictional case coordination for cross-state stalking, protective order violation investigation, and high-risk case management.
- Victim Services: Crisis intervention and immediate safety planning, shelter placement and emergency relocation assistance, protective order petition assistance and court accompaniment, community resource connection, and ongoing safety monitoring.
- Prosecution: Vertical prosecution case management, evidence-based prosecution strategy development, expert witness coordination for strangulation and lethality assessment testimony, victim/witness preparation using trauma-informed approaches, and high-risk case conferences.
- Child Protective Services: Concurrent domestic violence and child abuse investigations, child exposure assessments, custody and visitation safety planning, batterer intervention monitoring, and coordinated case plans with domestic violence advocates.
Integration#
Connects with law enforcement CAD/RMS systems, court electronic filing systems, NCIC protective order files, GPS monitoring services, shelter management systems, child welfare case management, and victim notification services. Supports compliance with the Violence Against Women Act (VAWA) including full faith and credit enforcement for out-of-state protective orders and federal firearm prohibition tracking.
