Overview#

The COI Services module enables multi-national data sharing with fine-grained access control, supporting cross-organisational collaboration while maintaining strict data sovereignty and classification boundaries. Communities of Interest operate in isolated namespaces with controlled data sharing policies, enabling participating organisations to share intelligence and coordinate operations without compromising security boundaries.

Key Features#

COI Namespace Isolation#

Each Community of Interest operates in an isolated environment with separate data boundaries. Enforced isolation prevents data leakage between communities while enabling controlled sharing within COI membership.

Membership Management#

Role-based membership with Owner, Manager, Member, and Observer tiers. National authority approval workflows for membership changes, automated credential provisioning and revocation, and complete audit trails for all membership lifecycle events.

Data Sharing Policies#

Attribute-Based Access Control with release marking and handling instructions (RELTO, EYES ONLY). Automated policy enforcement at data access and query time. Cross-COI query federation with access control mediation enables controlled information discovery across community boundaries.

Cross-National Collaboration#

Real-time operational picture sharing within COI boundaries. Structured message exchange with classification enforcement. Collaborative document editing with version control. Support for multi-national operations requiring coordinated situational awareness.

Classification Enforcement#

Automated classification marking on all shared data with handling instructions. Data products inherit appropriate classification from source materials. Declassification workflows with time-based and event-based triggers.

Use Cases#

  • Multi-National Operations: Enable participating nations to share operational intelligence through controlled COI channels while maintaining national data sovereignty.
  • Inter-Agency Task Forces: Facilitate intelligence sharing across agencies with different classification authorities and access policies.
  • Joint Investigation Teams: Coordinate cross-border investigations with shared case information, evidence, and analytical products within security boundaries.
  • Coalition Operations: Support multinational coalition activities with real-time situational awareness and structured information exchange.

Integration#

Supports federated operations across organisational boundaries with access control mediation. Compatible with NATO data sharing standards for classification labelling and attribute-based access control.
